fixed android intervals not working above 1 minute and updated libraries

updated version number in android gradle build files to 3.2.2

adding loopj library for third time, git acting up

upgraded android gradle.build to version 3.2.1

updated .net server to json and jquery and maps 3 and openstreetmaps

this version of android not support for google play location services in a background service. also will restart location updates if phone is rebooted.
